“911,
what’s the address of your emergency?” This year
marks the 45th anniversary of the first 911 call,
historically created in 1968 from the mayor’s office in Haleyville,
Alabama. The advancement of telephone, electronic and computer
systems has greatly changed the paradigm of 911 and its operating
system. Regretfully, changing technology has muddled the percep-
tion of the citizen’s concept of the 911 Call Center’s capabilities;
however, there are some truths in which you can be confident.
Myth: “Through GPS technology from my cellular phone,
the 911 Call Center can trackmy location everywhere I go.”
Fact:
The 911 Call Center has the capability to know the location
of a cellular phone, but there are limitations. This identification
is accomplished
only
if the caller remains on the phone with the
911 operator and the cellular signal strength is adequate. Once
the connection is severed, the operator can no longer acquire the
caller’s location. Essentially, this technology allows the operator
to see the location of the cellular signal plot on a map. Unlike your
favorite detective television show, this technology is not dynamic
and the operator does not see a red dot moving along a roadway.
To update the location of the cellular signal, the operator must
“retransmit” to obtain the signal again. This 15-30 second pro-
cess allows the system to obtain the most recent location of the
cellular signal and plot it on the digital map again. The operator
can perform this function as often as needed.
Myth: “My Magic Jack or Vonage phone is like my regular
home phone.”
Fact:
The Voice over Internet Protocol (VoIP) phone is far differ-
ent from the typical home phone. The most popular providers of
these phones are Vonage and Magic Jack. This technology allows
users to make local and long distance phone calls very economi-
cally by connecting the phone to one’s home computer, bypassing
the local telephone company. While the local telephone company
provides the 911 system the homeowner’s name, address, and
home telephone number, VoIP phones must have this information
manually programmed by the homeowner. If this information
is not accurate, the operator will not have correct information
displayed to them from the system. VoIP users should consult
the user’s guide or contact the provider for more information.
Myth: “The 911 operator asks toomany questions, which delays
the response of police, fire, or EMS services I am requesting.”
Fact:
The advancement of emerging technology allows a 911
operator to process a call much quicker, sometimes in mere sec-
onds. The 911 system integration enables the operator to dispatch
emergency responders while simultaneously gathering additional
information from the caller. This technology improves response
time and allows the operator to provide real-time information
to the responding unit as the caller provides the information.
