School Starts Aug. 15
Watch for School Zones

The first day of classes for two local schools districts, Jarrell ISD and Georgetown ISD, is Thursday, Aug. 15.
School zone speed limits are in effect during the posted hours or when yellow lights are flashing. The fine for speeding in a school zone is $10 per mile over the limit, plus state court costs. This would mean a $100 fine plus $129 in state court costs for driving 30 mph in a 20 mph zone.

State law prohibits using cell phones in a school zone during the posted hours or when yellow lights are flashing. Police will be monitoring school zones!

Miniature 9-hole Golf Course Opens this Fall at Cowan Creek

A miniature or Putt Putt 9-hole golf course is being installed behind the Cowan Creek amenities center. There will be 12 putters available in varying in sizes for kids and adults plus balls for residents to check out at the Cowan Creek monitor desk with a resident ID badge. Residents are encouraged to bring their own putters and golf balls. This new amenity will be used on a first come first served basis.

The idea of a miniature golf course is a result of the amenities survey conducted by the Expansion Task Force a few years ago. The Developer offered to install and pay 100% of the cost. Enjoy!
Friendly Reminder:
Please "Scoop the Poop"
Submitted By Jim Romine, Executive Director, [email protected]

Dog owners must“Scoop the Poop!” where ever Fido poops—in our community’s common areas, on your neighbor’s lawn or on the streets. It is the owner’s responsibility to properly dispose of it, so remember to bring a plastic bag on walks with your dog.

Dispose of Responsibly
There are dog waste stations with plastic bags and waste containers strategically placed throughout the community. Kindly dispose of the bag in one of these containers or another proper waste container. Please do not drop the bags in your neighbor’s trash bin and do not drop the bags into storm sewers since the sewers drain directly into our rivers and streams.

The Importance of Vetting Your Home Service Providers
By Connie N. Heyer, Niemann & Heyer LLP, SCTCA legal counsel

My law firm specializes in representation of community associations and I have had the pleasure of representing your community association for many years. Helping to ensure the safety and security of homes is the job of law enforcement and each individual owner. Each owner can help make the community safer for everyone if he or she vets all service-providers for his or her property prior to hiring them. Everyone from landscapers, handymen (and women!), window washers, painters, roofers, pest control, plumbers, electricians - I recommend all homeowners vet any service provider coming to their homes.

One of the best vetting tools is checking multiple references, ideally from people you know. Websites like "Yelp" can also be a tool, as can the Better Business Bureau's website for Austin. A simple Google search can often turn up valuable information. Williamson County Official Public Record filings can also be searched for any documents of record that might indicate tax liens or other red flags — go to deed.wilco.org. Read and confirm as you read the disclaimer and on the screen that comes up next click "Official Public Records Search and Copies - Web". Then on the following screen, type the company name or individual's name into the "Both names" box to pull up all records that involve that particular name. Any documents that match your search will then appear in a list, and you can open and view the documents.

Some questions you may considering asking a potential vendor are:
  • Do you perform background checks on all of your employees?
  • Do you have liability insurance and workers comp insurance?
  • Can you give references I can call who live in Sun City or nearby?

Your community association, as is typical of community associations, does not maintain a preferred-vendor list or vet any vendor (including vendors who advertise in the Sun Rays magazine). You can help yourself and your neighbors by doing your part to vet your home's service providers.
Native Area Mowing
Submitted by Carlton Mathis, Common Area & Irrigation Superintendent,

We’re entering the final stretch this week as we enter Neighborhood 59. We should have all the mowing completed by the end of this month, and possibly the line trimming as well.

City/County News
Stage 1 Drought Contingency Plan
Please Cut Back on Water Use

Due to an increase in outdoor water use, the City has reached 85 percent of water treatment capacity and is enacting Stage 1 of the Drought Contingency Plan (DCP). During Stage 1 of the DCP, customers may not water their lawns between the hours of noon and 7 p.m.

How Can You Help?
  • Reduce your irrigation run time by 10 percent or by 1 minute per 10 minutes of watering.
  • Only water on your scheduled days based on your address.
  • Don't water during the hottest hours of the day.
  • Never water on Mondays.
  • Click Here to find your watering days.

Stage 2 of the DCP is triggered when water use reaches 90 percent of capacity. If water use continues to increase, further watering restrictions will be enacted.
