Ordinarily, in the month of May, the CA holds a Board Workshop and the Board Meeting. Because community facilities are still closed, the board chose to publish this synopsis of meetings and important decisions made during the past eight weeks.
 
This has been a very challenging time for all of us. Being forced to close our community is unprecedented in the history of Sun City Texas. Then you add to that challenge, the questions of how and when do we reopen all facilities and activities? We believe a phased reopening will be the best solution. This allows time to analyze the success of each transition. The main goal is to get back to "Normal Operation" without jeopardizing the health and safety of our residents. The following timeline is a glimpse into the steps the board and CA directors have taken to accomplish the following -- No. 1 -- Keep Sun City Texas residents safe and -- No. 2 -- Begin the process of safely opening outdoor activities and soon to open indoor activities.
 
At the end of this timeline there is a link to a list of UA's approved by the board this quarter for your review.
 
Friday, March 13:
The board and CA directors met at the Oaks to discuss what impact COVID-19 would have on our community and what would be our best response. After a long discussion the vote was unanimous to close all facilities, golf and club activities until Monday, April 20.
  • Opened cart paths to walkers weekday evenings and all day Saturday & Sunday.
  • During closure only necessary staff on-site.
  • Some CA staff were permitted to work at home.
  • Golf maintenance continued.
  • Facilities maintenance continued.
  • COPS patrol was suspended.
  • Week one was not easy for anyone.
Saturday, March 14:
  • Notice of employee temporary layoff.
Tuesday, March 17:
  • First board/directors conference call.
Wednesday, March 18:
  • First Special Board Communicator published.
Saturday, March 21:
  • Pulte Group Community Action Plan for Facility Operations was published.
Tuesday, March 24:
  • Began weekly teleconferences with CA board and CA directors.
  • Discussed topics and actions to be taken.
  • Stay Home Stay Safe Order, from Williamson County Judge Gravell.
  • Community gatherings of more than 10 people were banned.
Monday, March 30:
  • President Trump issued Shelter-in-Place ordered until Thursday, April 30.
  • State UIL Tournament canceled.
Tuesday, March 31:
  • Unanimous Approval (UA) of board term extension for Bob Glandt and Dennis Wilson until August, 2020, when board elections will be held.
Tuesday, April 7:
  • Use CA communicator to answer frequently asked questions.
Monday, April 13:
  • Email sent to all club presidents asking club leadership to begin developing Health and Safety Guidelines to keep members safe during activities resume.
Tuesday, April 14:
  • Outdoor Clubs were the first group looked at for re-opening.
  • Resident involvement: Fabric & Fiber (Masks), Bucket Brigade to help Nels.
Wednesday, April 15:
  • Steve Ricks and Dennis Wilson held a conference call with Outdoor Club presidents to explain the reason for Club Guideline Development.
Friday, April 24:
  • Conference call with Chartered Clubs Chair, and board members Sandy Goodman, Steve Ricks, Dennis Wilson asking the Chartered Clubs Committee to help clubs develop their guidelines.
Thursday, May 7:
  • Learned that Sun City Texas is well ahead of other HOA's on developing transition guidelines for opening up facilities and activities.
 
The following is a Recap of Board/Directors Conference Calls
 
Tuesday, April 14
  • Financial Update - Golf projecting year-end losses at $200-$250K, HOA breakeven.
  • HR update - full-time paid thru Sunday, April 19,  reduction in compensation for exempt employees being considered, part-time employees furloughed.
  • Mulligan's - No rent until they reopen.
  • Nominating - No Spring Nominating Candidate Cycle.
  • Outdoor Club Activities - Nothing opens until approved by County Orders (meets guidelines), approved by the CA Board, and APPROVED by Pulte. Steve Ricks and Dennis Wilson working with outdoor clubs on their plans to re-open.
  • Golf- Working with County on when golf could re-open. Again, must get County’s and Pulte’s approvals in advance.
  
Tuesday, April 21
  • Financial Update - March Financials HOA - $52k favorable to budget, Golf $165k unfavorable to budget.
  • Golf Update – UIL canceled all State Championships.
  • Chartered club policy and profit making. Will lift the $2,500 rule for 2020 dealing with excess revenues.
  • Putting any foreclosure actions on hold during this pandemic.
  • Status with Outdoor Clubs, Steve/ Dennis – The majority of outdoor clubs have submitted their plans. 
  • After Monday, May 4 the Board will be looking at how to open indoor facilities. 
 
Tuesday, April 28
  • Golf - First day went very well. Most are following the rules; clarifications will continue to be necessary. Driving range will remain closed until further notice. Tee times full.
  • 2019 audit is progressing, but may not reach the original workshop date.
  • Re-opening of Outdoor Activities - (Link to Club Approved Guidelines) We will be discussing any changes needed and will be issuing a UA soon for board approval to re-open these activities based on board direction.  
  • Reopening procedures are good-to-go for the above activities for the board and the county. Pulte’s committee is reviewing our procedures and taking recommendations from the board to reopen. Waiting on Pulte’s committee decision. UA will go out in preparation for Pulte’s approval.
  • Use of Pavilions - Georgettes, as an example, would like to access the pavilions. Will assess the potential of use determined by the allowable size of group gatherings.
  • Indoor facilities are still to be determined and the board is continuing to assess. Need to cancel any indoor reservations for May.
  • HR Update – most golf employees are no longer furloughed.
 
Tuesday, May 5
  • Financial Update - 36 resales for April with average selling price of $319K (YTD).
  • Golf Update - Josh, Driving Ranges – Working on procedures, Non-Resident/Tournament play – need thoughts from the board on when to allow outside tourneys to begin. Will be conferencing with the MGA, WGA, CGA & Zoomers to examine returning to association play. Punch Card usage is great now.
  • HR Update-Katie, Webinar on reopening during COVID-19. Need to keep Pulte in the loop with all openings.
  • Cancel the May Board Workshop & Board Meeting.
  • Fitness Center - Pools -Reopening date to be determined.
  • Farmers Market to resume - Approved and currently functioning.
  • Pavilions – Metal tables will be moved to the side with signage to not use. Only Clubs with approved Transitional Guidelines usage plans in place are allowed to use them.
