CA Financials                                                                               

The Community Association's Financials for December 2017 were presented to the Board by Ann Dodson, Director of Finance. The HOA ended the year with a $74K surplus prior to an accrual of the same amount to the Capital Asset Fund (pending final Board approval on February 22). Home closings for the year were 270 which was more than the budgeted amount of 260. Golf for 2017 was budgeted for a $149K deficit, but ended the year with a surplus of $92K. The $92K has been accrued to the Capital Asset Fund (pending final Board approval on February 22).  The Finance Committee will meet on February 20 at 1 p.m. in the Activities Center to review January 2018 financials. The January financials will be posted on the website on Wednesday, February 21. Action will be taken on the November, December 2017 and January 2018 financials at the February 22 Board Meeting.

Green Builders Land & Shaman Cave Updates

There are parcels of land located to the south of Sun City Texas property where Berry Creek leaves our property and reenters our property, referenced as Green Builders Land. The Green Builders land is currently owned by the County. In the near future, the County will be putting this land up for bid. The CA intends to bid on the property for purchase with intention to access the creek that runs through this land. We wish to access the creek for maintenance purposes so we can control the creek in attempts to avoid flooding, etc. The Hiking Club is proposing connecting our hiking trails in this area, as well. 
 
Located in the southeast section of Sun City Texas is a karst feature (cave) called the Shaman Cave. The Williamson County Conservation Foundation (“WCCF”) has met with the CA and has requested that we allow them to oversee and maintain this karst feature. Such allowance by the CA would help them to meet and exceed their requirements outlined in their Williamson County Habitat Conservation Plan. If approved by the CA Board, the CA would continue to own the property where the Shaman Cave is located, and the WCCF would maintain the karst and would be responsible for costs associated with said maintenance. Two agreements have been developed to cover the easement and maintenance of the Shaman Cave and have been reviewed and approved by our attorney. These agreements will be voted on for approval at the February 22 Board Meeting.

Election Timeline

The Elections Committee provided the Board with the election dates and timeline for the 2018 Resident Director Board Election. The Board approved this schedule in 2017, this was another notice to the community regarding the upcoming election.

LMH Committee Structure                                                                                

The Board is reviewing a possible restructure of the LMH Committee. One recommendation, in an effort for increased membership to the Committee, is to change the LMH Committee to a sub-committee. With the recommendation, the LMH sub-committee could be under the umbrella of the Property & Grounds Committee. This is item will continue to be discussed in the future.

Political Sign Policy

In November, Carl Zimmerman, Director of Community Standards, presented the proposed amendments to the Political Sign Policy which included: the addition of signage for CA Election candidates at the Activities Center and upgraded appendices illustrating areas signage is permitted. The Board tabled the item, and has since agreed upon designated areas for additional signs in various areas for CA Resident Director Elections. The Board will take action on this item at the February 22 Board Meeting.

Common Area Maintenance Policy

Bill Blodgett, Property & Grounds Committee Chair, reviewed the proposed changes to the Common Area Maintenance Policy. Amendments include changing responsibility to the Property & Grounds Committee, better defining terminology, and remedy existing contradictions in the policy. The Board will take action on this item at the February 22 Board Meeting.

Hiking Trail Agreement

The Community Association is working with the City of Georgetown on an Agreement that will allow Sun City Texas to utilize City land to create a 1300 foot connector hiking trail through city park land near the lift station on Lone Star Trail. The Board will vote on the Public Parkland Maintenance Agreement at the February 22 Board Meeting.
