CA Financials

The Community Association's Financials for November and December 2016 were presented to the Board and Ann Dodson, Director of Finance, provided a review of 2016 financials. The HOA ended the year with a $57K deficit prior to an accrual of the same amount as a subsidy payment from Pulte (pending final Board approval on February 23). Home closings for the year were 252 which was less than the budgeted amount of 300. Golf for 2016 was budgeted for a $325K surplus, but ended the year with a surplus of $70K. The $70K has been accrued as a supplemental contribution to the reserve fund (pending final Board approval on February 23). The Finance Committee will meet on February 21 at 1 p.m. in the Activities Center to review January 2017 financials. The January financials will be posted on the website on Wednesday, February 22. Action will be taken on the November, December 2016 and January 2017 financials at the February 23 Board Meeting.

Resident Satisfaction Survey

In October 2016, the Community Association (CA) commissioned Pyle Research Group to conduct our resident satisfaction survey in order to determine resident satisfaction relative to the various programs, products, facilities and services of the CA. Pyle Research Group presented the findings of the Satisfaction Survey at Workshop.

This information will help the Board and management identify areas where the CA is performing well and areas where the CA can make improvements. In fact, the survey has provided a foundation or benchmark in developing an action plan to improve the CA’s services and resident satisfaction in 2017. Overall, 87.2% of residents responding to the survey rated their experience with the general operations of the CA a four or five, using a five-point scale in which one means “Poor” and five means “Outstanding.”

COPs Survey

COPs survey results »

Ken Tupacz, Chairman of the Emergency Management Committee provided the Board with a report on the Citizens on Patrol’s (“COPs”) activities and recent survey which was available to the community during the month of February. COPs worked with staff to conduct the survey which consisted of 8 questions. The results are available via the link provided and a summary will also be in the March Sun Rays. The 141 comments received will be grouped categorically by topic and addressed in future CA communication pieces, as appropriate.

Golf Course Renovations Report

Jim Romine, Executive Director, provided the audience with an update on the Golf Course Renovation projects for 2017. The Developer provided $1 million to the CA to be used for renovations. The majority of the work will focus on White Wing and a small amount on the putting green at Legacy Hills. Permits to conduct the renovations have been submitted to the City of Georgetown and staff anticipates receiving them soon. Staff is working with Frye Straka on the renovation projects and plans to contact up to 6 contractors with RFP requests on the work. A pre-bid meeting in scheduled for late February with potential contractors. Staff will host a town hall in late March to update the community on the progress of the projects and anticipates work to begin in the first part of April, working on 9 holes at a time.

Golf Operations Study

Bob Glandt, Board Vice President, presented the community with a report on hiring an outside golf consultant to review the overall golf operations at Sun City Texas. The Study should:

  • Compare our Golf Operations to national, state and local courses
  • Look at staffing levels, maintenance, leasing expenses, other benchmarks as necessary
  • Provide suggestions on marketing and public play, in addition to tee time Chelsea systems
  • Review internal and external fee structures to make sure we are compatible and in line with our expenses

The Board and staff anticipate the Study to be complete in May allowing the results to be available for planning and incorporation into the 2018 budget. Results of the Study will be made available to the community upon its completion.

Water Sub Committee

Chairman of the Water Sub-Committee, Steve Ricks, provided a report on Sun City Texas’ water use and future needs:

With our Developer’s announcement to expand Sun City Texas with the addition of the Queen and Somerset Tracts we are presented with the opportunity to address our remaining improvement projects and avert or minimize the cost impact of many of the items we have addressed during the past six years. The proposed strategic plan is unique in the fact that is asking the Developer to include some measures in their design and construction and based on what they include (or don’t include) defines what we, the CA, must address going forward.

In summary the strategic plan detailed herein is designed to avoid future cost burden for the CA with minimal additional cost to the Developer and, at the same time, remedy our remaining volume/storage shortfalls which would allow the CA to fulfill its mission to address as much of Sun City Texas’ irrigation needs as possible with non-potable water.

Age Qualification Status Survey Report

Krystal Wilson, Director of Communications, presented the Board with an update to the CA’s Age Qualification Reporting procedures. Federal law requires us to periodically update our records and confirm that at least 80% of the households in Sun City Texas have at least one resident 55 years of age or over. This is necessary to maintain our "55 or over" exemption to the Federal Fair Housing Act, otherwise it would be illegal for Sun City to restrict occupancy primarily to older residents.

To help us satisfy our legal duty to update our records, one member of each household is asked to log into the website and take the one-question survey. You will be prompted to take the survey the first time you log into the website between February 13 and March 31. After one person in the household has answered the survey question to certify that a member of their household is 55 or older, no other members of the household will need to take the survey.
